The Ravalomanana suspended


A suspension may hide another. Having decided to suspend their participation in government meetings and government, ministers of the Ravalomanana now find themselves suspended from their respective duties "  until the resumption of their effective participation  "in the work of such boards.
This decision was taken by the Cabinet which continued yesterday at the Palace Iavoloha.
A week earlier, during the Cabinet meeting on 11 July, the President of the transition has already stated that " Ministers should provide an interim of the Ravalomanana those who continue to snub the advice of ministers and government " .


Compared to this statement, Prime Minister Jean-Omer Beriziky took immediate responsibility in " recommending "to the ministers concerned to return the team and especially to resume their participation in ministerial councils and Government. But obviously it seems that the recommendation of the prime minister has not had the desired effect.
Anyway, the question was brought before the cabinet yesterday that, after discussion, took the following decision: " Suspension of Ms. Ihanta Randriamandranto (Minister of Livestock), Ms. Ruffine Tsiranana (Minister of decentralization), of Mr Roland Ravatomanga (Minister of Agriculture) and M. Botozaza Pierrot (Deputy Prime Minister in charge of Economy and Industry) of their respective duties until the resumption of their participation effectively in the work of the councils of government and ministers . "

Another problem

Admittedly, this decision looks like a kind of " formal notice "(the phrase is in vogue since the last time) of these ministers of the Ravalomanana. But it will not be without consequences for the process to end the crisis. To a certain extent and if nothing changes, the issue is sure to be discussed at the next meeting between the two presidents Ravalomanana and Rajoelina.Another problem that both figures have yet to solve ... " consensually . " But SADC must also have its say on the subject because it touches on many aspects of implementing the roadmap.It makes no provision for such a suspension of ministers of their duties. Similarly it does not appoint temporary replacement for any defective. But it would have been desirable that the Cabinet announcement of " accompanying measures "for its decision. Because confusion is sure to soar in the spirits.
Generally, it is a principle of acting provides current business during the absence (here, the suspension) of the incumbent. As was the case after the dismissal of former Environment Minister, Joseph Randriamiharisoa, which is currently provided by the Acting Premier. Note however that so far there has not yet been any official transfer service between the two personalities ...

Paragraph 22 of the roadmap said that " All political actors Malagasy stakeholders in this roadmap are invited to participate in good faith in the transition process. They are also committed to creating a climate of peace and security for all Malagasy, to avoid clogging of the transition process and to maintain a constructive and patriotic conduct to advance the transition . "
